As addressed in my first blog about a picture saying a story, this comedical cartoon/meme speaks (more like humors) it's audience. http://m.motherjones.com/politics/2017/05/marine-le-pen-alt-right-american-trolls
As obvious can state, the classical imagery is displayed in this graphic. There is a historical significant in the figures, then the inclusion of a popular meme face (frog). The French play is presented in the background of the entire scene. All of this speaks for itself and is easy to identify. But the meaning it's self it's not. Through further research I found that this picture is a string of media conversation. Prior to the image creation and sharing on the site twitter. This whole scheme of tweets and images all ties in to the "attack on the French presidential election". The purpose of this image is to display the effect and influence of social media, hence the frog meme, on credit for presidential candidates, the five representatives, and particularly pertaining to the French, shown by the flag. Such efforts speaks to its audience considering it was put out to the media and incorporated social media phenomenons. This appeals to them because this was the original problem and source of problem for this controversy. The media is the audience. I would say that anybody interested in the French election could review the image, but it lacks relevancy to them considering some wouldn't understand the concept if they were not previously aware of the meme. As weird as it sounds, I notice a significant tone and vibe form the picture. Scrutiny is defined as critical observation and examination. I feel that the creator of this image has scrutiny over the people who let media influence their decision. Although, I feel they are not any better by trying to use media to change their opinions. All in all, as I will ever say... an image can speak just as much in the story behind it.
